You firstly need to check what restrictions were in force at the time the notice was incurred to discover whether the notice was validly issued. Assuming that restrictions were in force and the notice is correct in every respect, you may not succeed in challenging the notice. You could however try writing to the Council concerned explaining that this was a very minor infringement, that you were there momentarily with heavy shopping, at a time when the bus stop was not in use and ask them to reconsider the notice in your circumstances.
