We have laws in this country, as do all countries, in the hope that the majority will follow them. Driving with a license is one of them. Driving a car is not considered a basic human right. It is considered a luxury. The laws that govern our society do not consider driving a car necessary for survival. We have an abundance of public transport, other people with a car and a license, walking, bike riding and numerous other ways of being able to move about to get from one place to another. In answer to your question, no it is not a breach of your human rights for a Police Officer to pull you over and take steps under the law to prevent you from driving a motor vehicle when you don't have a license.
