I cannot point you to the case, but I understand CSA has the power to have you detained and they don't have to tell you they're going to do it. They don't need a court order.
Now, if there was a reason you cannot pay all what you owe then likely they won't stop you from leaving, but let's assume you've just spirited away your money in Australia and have 20k and not 1k owing, then I think it's fair to say you risk being detained.
I wouldn't ring them ... what do you say ... hey I'm about to skip the country, are you going to detain me?
As an aside I'm not Australian don't have PR and was put on a watch list until I paid a bond in relation to property matters, at which point it was lifted,

If CSA has a valid mailing address for you then you would have received written notification of a Departure Prohibition Order having been put in place. They would also need to notify customs & the AFP...

The CSA DO have the authority to issue a DPO see link >> 5.2.11 Departure Prohibition Orders
I suggest that you call them & make some effort to pay something. As long as you are making some effort it's more difficult for a departmental officer to justify the issuing of a DPO
I know they have the authority to issue a DPO, thus my first statement asking how to find out if one was actually in place.

ok so call them. You can get a 'mygovt' internet log in and see all past correspondence from CSA to you. That should include a letter telling you that you're on the airport watch list.
How much do you owe? Look don't get me started on the whole CSA avoidance... and the morality of paying / not paying child support... But BIG BROTHER is watching, I reckon paying the debt is good karma and frankly, they will hunt you down...
