In a "Foreword from the Co-Chairs", the following claim is made about Aboriginal and Torres Strait Islander peoples:

"The text of the [original] Constitution excluded them."

This is completely wrong, and foreshadows the knots the Panel proceeds to entangle itself in. The fact is that the original text of the Constitution mentioned "the aboriginal race" in s 51 and "aboriginal natives" in s 127. Both these references to Aborigines were deleted by the 1967 referendum. Aboriginal activists at the time were very much in favour of the deletions.
