Can we change Prospective Marriage Visa (Subclass 300) to Partner Provisional Visa (Subclass 309) if yes then whats procedure?? Do have to pay the fee of $7000 for Partner Provisional Visa Subclass 309 again??

This question is in the wrong section, however I expect you will need to ask immigration, and the first question they will ask you is "Why do you wish to change it?"

The requirement with PMV is that you will marry within 9 months, do you still intend doing that? If not the chances are that the visa will be canceled and the holder will have to leave the country.
