Would like to know if all restaurants need to provide a glass of free tap water if a diner asks for it?

there's a legal requirement if it's a licensed venue. But why would you not if a patron asked for a glass of water

I was thinking they might not because if the diner doesnt buy a drink, they make less profit

what is a licensed venue by the way? is it one that serves alcahol?

Licensed to serve alcohol yes. Not everybody drinks alcohol. I can tell you that if I was in a venue that refused to serve a glass of tap water I not only wouldn't be back, but I'd let other people know about it.

Many would do the same. Think about how that may impact income. Everything else being equal a bit of friendly & courteous service will stick in patrons memory & it will pay off
