I witnessed a franchise owner underpaying one of their staff like the 7-11 scandal

After the employee finished their shift for the day, they had to pay 45$ back to the owner

I would like to know who i can report this to?

Do you have any evidence to support that the $45 was a repayment of wages? It might have been repayment of a loan, for goods already received or for something else.

Also in the country we write forty-five dollars as $45 and not as 45$. Where are you from? Are you just trying to cause trouble without any proof?

Whatever the case it's up to the chap that has been conned out of $45 to report the matter, you can help by making a statement that you witnessed the transaction.

Perhaps he should call Fair Work to report this matter.
